Cabinet Paper: Sustainable Pastoral and Food Innovation Initiative

Proposal

1 This paper proposes a Transformational Initiative to deliver a bold step-change in the capability and performance of New Zealand's pastoral and food innovation system, with the aim of significantly lifting the environmental performance, global competitiveness, dynamism and value of New Zealand's pastoral and food industries.

2 This is definitely not business as usual. This proposal is to create a true government-industry partnership to invest in key initiatives that will deliver a world-class pastoral and food innovation system in New Zealand that is truly responsive to global market trends and opportunities and leads the world in sustainable primary production. The proposal is for the government to make $85 - $100m per annum available to invest over 10-15 years, aiming to be matched by a similar level of investment from the pastoral and food industries. The government’s contribution would be provided from a dedicated stand-alone fund ($700m capital expenditure).
