Purpose and application

The pest lists provided here are of organisms (mostly pests and diseases) that have been recorded on a selection of plant commodities being exported from New Zealand. For example, the apple pest list contains all organisms that have been recorded on apple fruit being exported. MAF maintains these lists on behalf of the industries involved. The lists are sent to selected importing countries for them to identify any organisms that are considered of quarantine concern and that are actionable if intercepted on arrival.

The lists are used by independent verification agencies (IVAs) and exporters during export phytosanitary inspection to determine whether action is required for any specific pest found. Maximum pest limits (MPLs), i.e. the maximum acceptable percentage of individual plants or plant products (e.g. fruit) that may be infested with pests within each lot inspected, are applied for each pest found as follows:

An MPL of 0.5% applies to:  Pests categorised as actionable in the pests lists, or indicated as Quarantine Pests in the ICPRs, or identified as being of concern to the importing country on an import permit.
An MPL of 5% is applied:  When the requirements of an importing country are not known and when no pests of concern are specified on an import permit.
No MPL is applied to:  Organisms that have been categorised as non-actionable in the pest list, or not listed as Quarantine Pests in the ICPRs, or not identified as being of concern to the importing country on an import permit.

For all countries except Australia no action will be taken on organisms that are not pests. For Australia, any organism not found in Australia is Actionable.

Where a categorisation for [USA] or [USDA Pipfruit Pre-Clearance] contains the text "(except)", the two letter designations represent state names; AL = Alabama, CA = California, FL = Florida.

Important Note

Only the names of organisms actually recorded on the commodities being exported from New Zealand are listed. However, importing countries may also be concerned about other pests. MAF has attempted to list these country designated quarantine pests when known, these lists are provided for some countries within the relevant Importing Countries Phytosanitary Requirements.

How to use this page

The web page enables you to search by organism, commodity or country by selecting the appropriate information from the drop down boxes.

For example: to search the kiwifruit pest list choose KIWIFRUIT from the commodity drop down box. For categorisations from a selected country choose that country from the country commodity drop down box, or choose ALL for all countries. All organisms recorded in association with kiwifruit will be displayed along with the quarantine categorisations for the countries you have chosen.

To search for a specific pest enter the first 3-4 letters, or all of the name(s) of the organism into the appropriate box and choose any appropriate commodity and country information. The search is not case sensitive.

Terms used in the lists
