Commentary on the Exposure Draft of the Climate Change (Forestry Sector) Regulations
This paper provides a commentary on the draft Climate Change (Forestry Sector) Regulations 2008. It also provides a broader overview of other aspects of the Emissions Trading Scheme that are relevant to these proposed regulations. This paper should be read alongside the Climate Change (Emissions Trading and Renewable Preference) Bill (the Bill). Additional regulations for carbon measurement are likely to be required once the final design of all aspects of the Scheme has been determined.
A copy of the exposure draft of the forestry regulations that are proposed for initial implementation is contained in Annex 1 and should also be read alongside this paper. This paper also covers the direction for future regulations covering carbon assessment.
