Under the Kyoto Protocol New Zealand must account for deforestation emissions that occur during the period 2008-2012. Information on future rates of deforestation are needed to assist with projecting New Zealand’s likely balance of emission units over the first commitment period of the Kyoto Protocol, to provide information needed to assist with future climate change negotiations and to assist with any future policy development.
This study was commissioned to:- update deforestation intentions last collected in a survey in late 2008;
- identify and include any new information sources on deforestation;
- provide an estimate of the actual area deforested in the year ended December 2008 and an estimate of the actual area expected to be deforested in the year ended December 2009;
- quantify future deforestation intentions broken down into the following time periods: 2010-2012; and 2013-2020;
- provide informed comment on the uncertainty around deforestation intentions; and
- gather information on how forest land-owners would respond should the Forestry ETS be modified in future commitment periods to allow forest owners to
deforest higher quality land and afforest an equivalent land area.

This report provides results of deforestation intentions of large-scale forest owners (owners of more than 10 000 hectares) and estimates deforestation by small forest owners. The survey was undertaken between November 2008 and February 2009, and followed the same methodological approach as last year's survey.The report provides information on deforestation intentions around three policy scenarios and:
- updates deforestation in the year ended December 2007;
- provides an estimate of deforestation intentions in the year ended December 2008;
- quantifies future deforestation intentions into the following time periods: 2008-2012 and 2013-2020;
- provides informed comment on the uncertainty around deforestation intentions.
The scope of this report is limited to planted production forests in New Zealand.
The survey was carried out after the Select Committee review of the Emissions Trading Scheme (ETS) was announced. At the time of the survey, many forest and forest land owners were taking a wait-and-see approach on the final form of the ETS until the Select Committee review is finished. These forecasts are therefore subject to change.
- 2007 Deforestation Survey
This report provides a structured review of the deforestation intentions of large-scale forest owners (owners with more than 10 000 ha of forest), and an estimate of deforestation by smaller owners. The survey was undertaken between November 2007 and January 2008.
The report:- updates deforestation intentions collected in late 2006;
- provides an estimate of deforestation to December 2007;
- quantifies future deforestation broken down into the following time periods: 2008-2012; and 2013-2020;
- provides informed comment on the uncertainty around deforestation intentions; and
- provides information on how owners intend to respond to the Government's announced plans.
The survey was carried out during after the announcement of the Emissions Trade Scheme (ETS) but before the proposed policy has become law. It occurred at a time when forestry land-owners were:- Focusing on the completion of deforestation prior to the end of 2007; and
- Unsure how much it will cost them to continue with deforestation from 2008 on.
