1 About this discussion paper and the consultation process
We recognise the need to address the global problem of illegal logging and associated trade. This proposed approach marks the first step towards developing a New Zealand policy to combat this problem. It represents work throughout the first part of 2005 that we have carried out to identify illegal logging issues and search for practical strategies that we can implement to help address them.
The purpose of this paper is to:
- propose broad policy goals, objectives and action steps towards a New Zealand approach to help address illegal logging and associated trade;
- invite your submissions on the proposed approach, and hear where you think New Zealand action can make the biggest difference;
- provide background information on illegal logging and associated trade.
This paper starts with a short description of what illegal logging is, and why New Zealand should be concerned about it. The proposed policy for addressing illegal logging is described, and a rational for the approach is given. The document concludes with a discussion, in the form of questions and answers, about illegal logging and associated trade issues.

Following the submission process, the Ministry of Agriculture and Forestry (MAF) will hold focus group meetings with key stakeholders on the proposed policy. Please indicate on your feedback form whether you would like to be a part of these discussions. The aim of these meetings will be to discuss feedback from the submission process and ways to improve or move forward to reaching a preferred New Zealand policy approach.
