This report was prepared primarily by Ministry of Agriculture and Forestry (MAF) Policy staff working on domestic and international forest policy issues. Chapter leaders were John Eyre, Chas Perry, Meredith Stokdijk/Alan Reid, Parnell Trost and John Novis.
