RELEVANT LEGISLATION AND INDUSTRY AGREEMENTS
Outlined below are some of the relevant legislation and agreements directly concerning the forestry industry. The Forests Amendment Act 1993 has already been described in an earlier section.
The Resource Management Act 1991
The Resource Management Act is a code relating to the use of land, air and water. The Act works from the principle of sustainable management of natural and physical resources. This principle is translated into policy statements and management plans which are prepared at local, regional and national levels.
All aspects of forestry including establishment, harvesting, and processing operations are covered by the provisions set up under the Act.
Forests Act 1949
This Act, and its amendments, is administered by the Ministry of Forestry. It allows for the collection of forestry statistics, the control of harmful imports and exports and more recently sustainable management of natural forest through the Forests Amendment Act 1993.
Other Legislation
Other legislation directly affecting the forestry sector includes the Forestry Rights Registration Act 1983, dealing with the rights of people who wish to establish and/or manage and harvest forest on another person's land; and the Crown Forest Assets Act 1989 dealing with the management of the Crowns forests.
The West Coast Accord
The 1986 West Coast Accord represents agreement between conservation interests, industry and Government to a strategy aiming to achieve short-term social and long term economic and environmental objectives on the West Coast of the South
Island over the logging of natural forests. The objective was to enable the sawmills in the region to switch over to planted production forests as they mature and the sustained-yield use of the 77,000 hectare beech forest and remaining podocarps.
Timberlands West Coast was formed in December 1990 to commercially manage the Crown's forestry interests and make the agreement effective.
The NZ Forest Accord
The New Zealand Forest Accord was signed in 1991 between members of commercial forestry companies and conservation groups. It is an agreement to recognise that development of planted forest should be in balance with preservation of natural forest.
Imported Tropical Timber Group
Representatives from the NZ Timber Importers' Association, imported timber merchants, and conservation groups have been meeting to develop and implement voluntary criteria for the import of tropical timbers. The objective is to ensure imported timber is sourced from sustainably managed forests.
