Terms and Definitions

 New Zealand Organisations and Terminology

ACVM Agricultural Compounds and Veterinary Medicines

Biodiversity The variety of all indigenous biological life and ecosystems

Biosecurity The exclusion, eradication or effective management of the risks posed by pests and diseases or unwanted organisms to the economy, environment and human health

Crown Forestry The Crown has ownership interests in various forestry assets in New Zealand

E-Cert Electronic Certification

FIDA Forestry Industry Development Agenda – provides a means for central government and the industry to develop a strategic approach for the industry’s future growth

GIF The Growth and Innovation Framework – sets out the Government’s sustainable economic growth objectives

IHS Import Health Standard

Incursion An occurrence of an organism not previously known to be established in New Zealand. Does not include interceptions

Indigenous Occurring naturally in New Zealand, including self-introduced species but not human-introduced ones

NAEAC The National Animal Ethics Advisory Committee – provides independent advice to the Minister of Agriculture on policy and practices relating to the use of animals in research, testing and teaching

NAWAC The National Animal Welfare Advisory Committee – provides advice to the Minister of Agriculture on issues relating to animal welfare, and develops and advises the Minister on codes of welfare

NPMS National Pest Management Strategies

NZFSA New Zealand Food Safety Authority

Outcomes The impacts on, or the consequences for, the New Zealand community of the outputs or activities of the Ministry of Agriculture and Forestry

Outputs The goods or services produced by the Ministry of Agriculture and Forestry

SDPoA Sustainable Development Programme of Action – the Government’s view of the way forward on sustainable development issues

SFF Sustainable Farming Fund

SILNA South Island Landless Natives Act 1906

SOI The Statement of Intent – presented to Parliament at the same time as the Budget each year, it sets out the strategic direction of the Ministry of Agriculture and Forestry over the next three years and what is to be achieved in the coming year

State Indicators Describe the status of a community, stakeholder group, environment etc… at any given point in time. They are key indicators of MAF’s work, signalling where/what we should be looking at to assess whether we are contributing to our outcomes

Unwanted Organism Any organism a chief technical officer believes is capable or potentially capable of causing unwanted harm to any natural and physical resources or human health

APPPC Asia and Pacific Plant Protection Commission

ASEAN Association of Southeast Asian Nations

CBD Convention on Biological Diversity

CEPs Closer Economic Partnerships – focus on the liberalisation of trade between two or more economies

CER Closer Economic Relations

CODEX The internationally recognised standards setting body for food safety. Its full name is the Joint FAO/WHO Codex Alimentarius Commission

Doha Round Comprehensive trade negotiations in the WTO named after the Qatari city where the negotiations were launched in 2001 (also referred to as “Doha Development Agenda”)

FAO Food and Agricultural Organisation of United Nations

FSANZ Food Standards Australia New Zealand – a bi-national independent statutory authority which develops food standards for composition, labelling and contaminants, including microbiological limits, applying to all foods produced or imported for sale in Australia and New Zealand

FTAs Free Trade Agreements – designed to liberalise trade between countries, includes CEPs and Strategic Economic Partnerships

GDP Gross Domestic Product

IMO International Maritime Organisation – the United Nations specialised agency responsible for improving maritime safety and preventing pollution from ships

IPCC Intergovernmental Panel on Climate Change

IPPC The International Plant Protection Convention – the international treaty whose purpose is to secure a common and effective action to prevent the spread and introduction of pests, plants, and plant products, and to promote appropriate measures for their control

Kyoto Protocol A stand-alone international agreement linked to the United Nations Framework Convention on Climate Change. It builds on the Convention by adding new commitments to help reduce climate change which are stronger and more complete than those in the Convention

OECD Organisation for Economic Co-operation and Development

OIE Also known as the World Animal Health Organisation – deals with animal health and zoonoses (diseases of animals transmissible to humans) and sets sanitary standards for the international trade in animals and animal products

P4 The “Pacific 4” – Brunei, Chile, Singapore and New Zealand in a Strategic Economic Partnership Agreement

SPS Agreement The WTO Agreement on the Application of Sanitary and Phytosanitary Measures – covers many health and safety measures which affect trade between WTO members

WTO The World Trade Organisation – the global international organisation dealing with the rules of trade between nations
