Review of the Dairy Industry Restructuring (Raw Milk) Regulations
The Raw Milk Regulations are important in promoting a vibrant and innovative dairy industry. They form part of a suite of regulatory measures in the Dairy Industry Restructuring Act 2001 (DIRA), including requirements for "open entry and exit" of suppliers to and from Fonterra Cooperative Group.
About the Review
MAF's review of the Regulations is prompted by the awareness that they are under severe pressure, and that industry stakeholders have a range of concerns about the how the Regulations operate.
The Review is in two stages. The objectives of the first stage were:
- to clarify the intent of the Raw Milk Regulations, based on the purposes and intentions set out in the Dairy Industry Restructuring Act 2001; and
- to canvass the full range of industry concerns about the current operation of the Regulations, so that these can be assessed against the Regulations' intent.
In this second stage of the Review, officials are developing options for addressing the concerns identified in the first stage. Read the second stage of the Review.
The following documents are released as additional information to the Raw Milk Review:
- The suite of Cabinet documents [238K PDF], including the Cabinet paper, Regulatory Impact Statement, Summary of Submissions from the second consultation round of the Raw Milk Review, and a summary list of submitters.
- The suite of Commerce Commission documents, including:
- the Commerce Commission's submission to the Raw Milk Review [215K PDF],
- the peer review of the Commission's submissions by NERA Economic Consultants [ 98K PDF], and
- the Commission's response to NERA's peer review [315K PDF].
