MAF Policy brief on globalDairyTrade
On Monday 29 June 2009 the Minister of Agriculture instructed MAF to release part of MAF Briefing B08-717 "Briefing on GlobalDairyTrade" to NZ Federated Farmers.
This material was subsequently referred to by Mr Lachlan McKenzie, Chairman, Dairy Farmers of New Zealand, in a speech to the Federated Farmers' One Conference on Tuesday 30 June 2009.
Given the significant interest in this issue MAF has decided to release the briefing.
Portions of the briefing, however, have been withheld under sections 9(2)(a), 9(2)(d) and 9(2)(j)of the Official Information Act 1982.
Briefing B08-717 makes reference to preliminary econometric analysis conducted internally by MAF. This analysis finds no support the arguments that gDT has caused international dairy prices to fall or has increased the volatility of dairy prices. This analysis is caveated on the basis that gDT has been operating for only a year, so the data set is still limited in nature. However, it is MAF's expectation that the level of confidence will increase with successive auction events.
Care therefore needs to be taken when interpreting this analysis as it addresses these two issues only. Different concerns are likely to require additional and/or different analysis that has not be undertaken.
