    This Act enables New Zealand to meet its international obligations under the United Nations Framework Convention on Climate Change and the Kyoto Protocol to this convention. The Act provides for the implementation, operation and administration of a greenhouse gas emissions trading scheme in New Zealand that supports and encourages global efforts to reduce greenhouse gas emissions.
  • Animal Welfare Amendment Bill 2010

    This Regulatory Impact Statement (RIS) deals with proposed amendments to the Animal Welfare Act 1999. The purpose of the amendments are to improve the way offences relating to the ill-treatment and neglect of animals are prescribed in the Act, and to increase the penalties for this type of offending. The RIS also considers proposed changes to the provisions enabling the court to disqualify a person from having custody of animals, and to order forfeiture of animals to the Crown or to an approved organisation. Taken together, MAF believes the amendments will strengthen the Act’s provisions and enable serious offending against animals to be dealt with more effectively.

    These regulations under the Climate Change Response Act 2002 set out provisions for forestry participants in the Emissions Trading Scheme. The provisions for participants who have pre-1990 forest land include the information to be collected, and how the emissions from deforestation are to be calculated. For participants with post-1989 forest land, the provisions include how forests are to be mapped, the information to be collected, and how carbon stock changes are to be calculated.

    Under the Biosecurity (Costs) Regulations 2003, MAF charges importers and other parties for biosecurity-related cargo clearance services. MAF has reviewed its charges and identified some under cost recovery and some inequitable application of charges and difficulties in administering the current regime. MAF is seeking to replace the 2003 regulations made under the Biosecurity Act 1993 with new regulations and to recommend two new levies under the Biosecurity Act, the biosecurity risk screening levy and the sea container levy.

Participation rate in this referendum of 35.5 percent of wool growers is close to the average achieved in other referenda in primary sector, and is not unexpected given the large size of the industry and its wide geographic spread.

    The Meat Board Act 1997 provides the New Zealand Meat Board (a statutory entity) with powers to collect compulsory levies on meat to support a range of activities, including research and development, information provision, market access and promotion, and other trade related activities. The levy imposed by the Act is not subject to the voting and other accountability provisions of the Commodity Levies Act 1990 (the CLA). There is also duplication of levy administration as meat and wool levies are administered separately.

    The Veterinarians Act 1994 establishes the Veterinary Council of New Zealand. Experience has shown that making regulations to implement a significant number of areas of the Act limits flexibility. The preferred option is to amend the Act, so that the framework can be retained for protecting the public but made less prescriptive and more flexible.
