This edition centres around the Water Programme of Action (part of the Governments Sustainable Development Programme of Action), which aims to develop new and innovative solutions to some of the water management issues currently faced by New Zealand, and which is the subject of public consultation this year. Also covered here is an account of the lower North Island flooding of 2004 and its impact on the rural sector and discussion on the effectiveness of riparian management through the creation of buffer zones.
