Police Complaints Authority Changes

Changes are being made to the Police Complaints Authority (PCA). The major change is to enable the Authority undertake its own investigations, independent of the police. This will allow the most serious complaints against the police to be investigated directly by Authority staff, rather than the Authority reviewing police investigations of their own members. Other changes include that:

  • the PCA will be renamed the 'Independent Police Complaints Authority'; and
  • the Authority will also increase in membership from one to three.

The Authority will remain a Justice Crown Entity rather than becoming an Officer of Parliament. Legislation to put in place these changes is expected to be introduced by the end of the year, and passed by July 2002.
