Permanent Staffing
As at 31 December 2003 the permanent staffing level in MAF was 1,321 full-time equivalents (FTEs). Staff are located throughout the country, with the highest concentrations of numbers being in the main three centres: Auckland 457 (FTEs), Wellington 443 and Christchurch 135.

Over the past four years staffing numbers have increased by 33 percent, which based on current FTE staffing numbers represents 436 jobs. There has been a 5.3 percent increase in the past year.

Age and Length of Service
The average age of MAF staff is 41 years (37 years for female staff and 45 years for male staff ). These figures have not changed significantly over the past four years. Currently 16 percent of staff are aged under 30 years; 28 percent are aged between 30 and 40 years; and 30 percent are aged between 40 and 50 years. 25 percent of staff are aged over 50 years.

The average length of service for MAF staff is eight years (five years for female staff and 11 years for male staff). As with age, these figures have not changed significantly over the past four years. Currently 51 percent of staff have fewer than five years’ service; 21 percent have between 5 and 10 years’ service; and 13 percent of staff have between 10 and 20 years’ service. 15 percent of staff have over 20 years’ service.

Gender
The gender ratio in MAF is currently 59/41 (male/female). This is only a slight variation of 1 percent+ female staff since 1999. The gender ratio by business group is:

Ethnicity
The percentage breakdown of staff by ethnicity has not changed significantly over the past four years and continues to be dominated by the NZ European ethnic group at 67 percent. Other ethnic group breakdowns are:

Salary
The average salary in MAF is $52,901pa. This figure has increased by 16 percent since 1999. It should be noted that a high percentage of frontline staff employed in the Quarantine Service and Verification Agency continue to receive additional remuneration over and above base salary in recognition of non standard or additional hours. Currently 34 percent of staff are paid below $40,000pa; 33 percent are paid between $40,000pa and $60,000pa; 24 percent are paid between $60,000pa and $80,000pa; and 7 percent are paid between $80,000pa and $100,000pa. 2 percent of staff are paid above $100,000pa.

Turnover
The turnover rate within MAF decreased from 9.5 percent to 6.7 percent in the last year, which is the lowest turnover rate since 1999. As is the case in the wider public service a higher rate of female staff are leaving the Ministry, with overall rates of 9.6 percent (females) and 4.8 percent (males) in the year to December 2003. It should be noted however, that a higher rate of female staff are also commencing work in the Ministry, with overall rates of 15.9 percent (females) and 8.2 percent (males) over the same period.
