The Ministry's Organisational Structure

 Director-General

Biosecurity New Zealand

Biosecurity New Zealand is the lead agency in New Zealand's biosecurity system. It is tasked with a "whole of system" leadership role, encompassing economic, environmental, social and cultural outcomes. It also has international trade and animal welfare responsibilities.

MAF Quarantine Service

The MAF Quarantine Service identifies and manages any potential biosecurity risks at the border and provides domestic and offshore technical inspection and clearance services.

Crown Forestry

The overall purpose of the Crown Forestry Group is to manage the Crown's interest in a number of commercial forests and forestry-related leases. Operational management of the forest estate is contracted to forest management companies with audit, strategic planning and administration carried out by Crown Forestry staff in Wellington and Rotorua.

Corporate Assurance and Risk

The risk and assurance function leads a broad programme of both the traditional internal audit functions, with enhanced integration of the various audit, compliance and investigation functions carried out within MAF's business groups and a higher level overview of risk assessment and risk mitigation.

Strategy and Performance Group

The purpose of the Strategy and Performance Group is to provide advice and support to the Director-General and the Strategic Leadership Team (SLT) on what the Ministry needs to do to deliver against the four outcomes, and the performance of the Ministry against its outcomes. The Group also has a role in looking across the activities of the organisation (including cross-cutting projects), and advising on their relative priority, and alignment with strategic direction.

MAF Policy

MAF Policy provides policy advice and service delivery to help create prosperous, sustainable and innovative agriculture, horticulture, food and forestry sectors that support a vibrant and healthy New Zealand society, environment and economy. It is divided into six Directorates - Innovation and Research Policy, International Policy, Management Services, Natural Resources Policy, Sector Performance Policy and Strategy Development.

New Zealand Food Safety Authority

The NZFSA is a semi-autonomous body attached to MAF. NZFSA exists to protect and promote public health and safety and facilitate access to markets for New Zealand food products and by-products. It is divided into the following Groups - Policy and Food Standards, Approvals and Agricultural Compounds and Veterinary Medicines, Market Access, Communications and Infrastructure, Compliance and Investigation, New Zealand Standards, Export Standards, Science and the NZFSA Verification Agency.

Corporate Services Groups

MAF's Corporate Services Groups contribute to organisational governance and support the other business groups through the delivery of a range of services including: financial and information management, ministerial liaison and advice, in-house legal services, internal and external communication, facilities management and human resources.

Māori Strategy unit

The primary role of the Māori Strategy Unit is to implement the MAF Māori responsiveness strategy - promote a greater awareness by MAF of Māori issues and concerns, increase MAF's understanding of the Treaty of Waitangi and help MAF develop more effective relationships with Māori.
