Appendix B: Terms of Reference for the Review of the Hop Marketing Regulations 1939
Objective of the Review
The objective of the review is to evaluate if the present regulatory structure for the production and marketing of hops is consistent with maximising the profitability of businesses within the industry and the net benefits of the industry to New Zealand.
Terms of Reference
| 1. | To make recommendations on what changes, if any, should be made to the regulatory structure in order to maximise net benefits to New Zealand from the production and marketing of hops. |
| 2. | Without limiting the scope of the review, particular attention should be paid to: | |
| (a) | the nature and structure of the world market for hops and hop products; | |
| (b) | the nature and structure of the New Zealand domestic market for hops and hop products; | |
| (c) | factors affecting the competitiveness of hops and hop products, including research arrangements and plant health requirements; | |
| (d) | the powers of the Hop marketing board and how they are applied; | |
| (e) | factors affecting the competitiveness of hops and hop products, including research arrangements and plant health requirements; | |
| (f) | the consistency of existing regulations with respect to the Commerce Act and changes to the enabling legislation of other producer boards (wider deregulation of economy); and | |
| (g) | the potential size (and source) of the increased net-benefits to New Zealand of implementing recommended changes, if any, to the existing regulatory structure. | |
