2.0 INTRODUCTION AND BACKGROUND

MAF Policy has an ongoing programme to investigate the impact and implications of land use change in New Zealand. This research study forms part of the investigation into the environmental, social and economic effects of land use change, including the sustainability and long term production implications of such change.

The study investigates the impacts of large-scale dairy conversions in Taupo District. Taupo District was specifically chosen as it is a district that has undergone significant land use change in recent years and is perceived to be under pressure for further change, and water quality is of significant importance to its major industry, tourism.

The study has been jointly funded by MAF Policy and Environment Waikato. The expertise of a combined team of Agriculture New Zealand, Woodward Clyde and Geoff Butcher and Associates has been utilised in the research and compilation of this report.
