The South African Producer Board System

(Prior to implementation of 1996 Act)

Board Activities

In order to understand the system of agricultural "management" in South Africa which existed prior to the passage of the 1996 Act, the following description is provided. The source of much of this material is the Report of the Commission of Inquiry into The Marketing Act. The Boards are grouped according to the activity they undertook in order to manage the production and market environment.

1.Single Channel Fixed Price Schemes:

Maize and wheat, barley and oats were subject to this type of scheme. Since 1987, they effectively operated under a single channel pool scheme. However, the Maize Board (and the Wheat Board) had total control of imports and set prices set "to stabilise the industry to enable efficient production to take place, to reduce marketing margins, to promote maize consumption and to conserve the natural resource base". The same objectives (as for maize) were established for the other grain crops.

2.Single Channel Pool Schemes

The following products were handled under such arrangements:

  • Deciduous Fruit;
  • Citrus;
  • Dried Fruit;
  • Bananas;
  • Wool;
  • Mohair;
  • Tobacco;
  • Oilseeds;
  • Chicory;
  • Rooibos Tea; and
  • Lucerne Seed

Price Support Schemes

Products covered by such Schemes were:

  • Meat;
  • Eggs;
  • Dairy;
  • Potatoes;
  • Grain Sorghum; and
  • Dry beans

Supervisory and Price Regulatory Schemes

Canned fruit and Cotton were under such schemes.
