1. Framework For Decision Making

The framework and criteria used for my decision on the application for permission to introduce the RCD virus are set out in Appendix 2


"Proposal for the importation of the rabbit calicivirus disease virus (RCD Virus) as a biocontrol agent".

My report addresses the criteria set out in sections 5.1 to 5.8 inclusive of that paper.

2 Information Examined

In the course of reaching my decision on the application for permission to introduce the RCD virus, I have read extensively including the following:

  • Applicant Group: Import Impact Assessment and Application to the Director General of Agriculture to approve the importation of Rabbit Calicivirus under the Animals Act 1967 and to issue an Import Health Standard under the Biosecurity Act 1993. 27 August 1996. (the Application);
