The Application and Decision-Making Process

8 Assessment of the application involves two parts. The applicant is expected to prepare an import impact assessment (IIA) which describes impact, positive and negative, of using RCD virus as a biological control tool and describes how the tool is to be used.


A disease risk assessment (DRA) is prepared by MAF and considers the importation of the virus material (purity, potency etc), the method of introduction and any conditions that should apply. Both reports will canvass the information referred to above but will differ in their emphasis.

9 Both the IIA and DRA are the subject of public consultation. The attached flow chart illustrates the process of examination of the IIA. A similar process will be used for the DRA.

10 The permission to import RCD virus will be in terms of an import health standard issued in accordance with the provisions of section 22 of the Biosecurity Act.
