7.3 Preparation of Comprehensive pest lists
Comprehensive pest lists are required by MAF Regulatory Authority for the preparation of categorised comprehensive pest lists [ Categorised comprehensive pest lists in which the organisms have been categorised into quarantine and non- quarantine pests.] . These will be used for the preparation of generic import health standards, in accordance with section 22 of the Biosecurity Act, and subsequent import health standards for country(s) from which exports of that commodity to New Zealand are proposed.
Several organisations are involved in research preparing comprehensive pest lists for a variety of plant/product hosts and commodity types.
A comprehensive pest list (CPL) will include:
- the organisms known to be associated with the commodity.
In determining which organisms are known to be associated with the commodity, the pathway of importation requires consideration. For example, the type of commodity being imported (e.g., nursery stock c.f. fresh fruit/vegetable) may preclude an organisms reaching a host.
