2 - STUDY OBJECTIVES AND METHOD
The study is an inquiry into the nature and reasons for the variation which arises in respect of implementation of the BSA (1993). The study:
- Investigates the range of regional pest management strategies, including mechanisms for funding them, in selected regional Councils; and
- Assesses whether the variations are important in influencing the effective implementation of the Act.
Five Councils which have prepared RPMSs were chosen for the study:
Marlborough District Council, Hawkes Bay Regional Council, Taranaki Regional Council,
Canterbury Regional Council, and Southland Regional Council. A visit was made to each
Council and the key Regional Council officer(s) responsible for the development of the
strategies were interviewed to determine the rationale behind the development of the
strategies and their funding. In consultation with these officers and with reference to
submissions received on the strategy, other key stakeholders were identified for interview
to determine the context and key influences in the development of the strategy. These
other parties interviewed included Councillors, farmer representatives, and other parties
such as key lobby groups who demonstrated an interest in the RPMS. A list of interviewees
at each Regional Council is contained in Annex 2.
The information collected from the interviews was collated and referred to the Regional
Council involved for checking of factual accuracy and further consultations held with the
Councils and the BTAG (Biosecurity Technical Advisory Group) prior to report preparation.
Annexes 3 to 7 contain reports on implementation of RPMSs by
each of the Regional Councils included in the study.
