General Support for a Carbon Trading Scheme

  1. "We generally support the creation of a carbon trading environment, but recognise that in the creation of what is effectively new property rights there could be much potential for the imposition of non-recoverable extra costs on the New Zealand forestry industry and individuals and organisations within it."
  2. "A trading system must be robust. Some of the necessary components include:
  3. Auditing, record system, mapping, inventory, research into how much carbon is sequestered in different localities, regimes etc, modelling of the research data to provide accurate sequestration predictions, a "sludge" pool to account for errors in the above points."
  4. "We support the proposition that emissions trading be used in conjunction with emissions reductions to bring about a least cost approach to meeting this country's commitments under the Kyoto Protocol."
