3. Objectives
3.1. Biophysical and ecological impacts of rural subdivision (Part One)
Enhance MAF Policy's role in advising district councils on policy and management aspects of rural subdivision, by:
- identifying biophysical and ecological impacts of rural subdivision;
- as far as possible, characterising and quantifying their effects on the environment in physical terms;
- identifying key factors/indicators that could be used for monitoring purposes by councils.
3.2. Resource management methods for managing impacts of rural subdivision (Part Two)
Provide the means of ensuring that the enhanced understanding of the biophysical and ecological impacts of rural subdivision (from Objective 2.1) can be translated into resource management processes within the Resource Management Act, by:
- identifying planning means of remedying, avoiding, or mitigating adverse effects, including the use of biophysical and ecological criteria in an effects-based approach to rural subdivision,
3.3 Non-market valuation methods and their relevance to rural subdivision (Part Three)
Discuss methods for valuing environmental effects of rural subdivision, by:
- setting out the theoretical background to the valuation of non-market benefits;
- reviewing methods available to value non-market benefits and costs;
- assessing the suitability and applicability of these methods to environmental effects of rural subdivision identified in Objective 2.1.
