a. Sustainable Agriculture Facilitation Programme
Following the release by the NZ Government of the position paper Sustainable Agriculture in March 1993, the Ministry of Agriculture and Fisheries (MAF) implemented a Sustainable Agriculture Facilitation Programme. Through this programme, part of a wider central government effort on sustainable land management, MAF disseminates information and cooperates with land users, other central and local government agencies and other interested parties to maintain and enhance the sustainability of New Zealand agriculture. b. Resource Management Grants
Since 1988/89, the Ministry for the Environment has administered a programme of grants for a variety of resource management activities carried out by local government authorities. Initially, this programme had a heavy focus on flood protection schemes as well as substantial funding for soil conservation cost-sharing with farmers and other land users. Soil conservation grants from central government have declined from $8.2 million in 1987/88 to only $113,000 in 1994/95. Grants for flood protection schemes are also being gradually eliminated, and only previous commitments are now being funded. The remaining programme funding is used primarily to assist local authorities with resource management planning and investigations, including collecting unwanted chemicals, addressing agricultural non-point source impacts on water quality, and other issues of sustainable land management. It is estimated that in 1994/95, approximately 70% of expenditure, including most of the flood control works, relates to agriculture or agricultural impacts on the environment. Starting in 1995/96, the programme will be re-named the Sustainable Management Fund, reflecting a further shift in focus, and non-governmental organisations will also be eligible to apply for funding.
