g. Landcare and related programmes
Over the past few years, a number of "landcare" and other community groups have been formed by land users and other concerned individuals to address local resource management issues. Although many are still in their infancy, these groups perform a variety of activities, including monitoring of vegetation or other trends, providing coordinated input to local authority policies, planning and organising tree planting or other work, and raising funds for research on sustainable land use, among others. Several regional councils have policies of encouraging such groups by providing administrative and/or technical support, and in some cases providing limited funding. Funding for 1994/95 is estimated at $550,000, of which an estimated $200,000 is for grants to landcare or community groups [ Councils with active landcare programmes for groups include Environment Waikato ($381,000), Hawkes Bay ($70,000), Northland ($43,000) and Otago ($40,000). The estimate of $550,000 for all councils allows for $16,000 in expenditure by the remaining councils.] . In all known cases, funding comes from general rates or other general funds, rather than user fees or special rates or levies. Some councils have "landcare" programmes provide cost-sharing grants to individuals. Such programmes are included in part 2 below rather than in this category.
