h. Regional planning, monitoring and enforcement

In addition to grants and direct operations, regional councils address a variety of issues through regulation, including water allocation and water quality, air quality, vegetation clearance, and others. Many of these are described separately below. Regulations are usually preceded by a considerable investment in research and public consultation, and are followed by on-going monitoring and compliance activities. Councils finance these activities through general rates, although the processing of permits is increasingly being done on a user-pays basis. For 1994/95, regional councils projected spending of $68 million on resource policy and planning, monitoring and enforcement, and administration of permits. Of this, approximately $16 million is recovered from users, and $4.7 million is received from the Resource Management Grants programme (see 1b above). The Ministry of Agriculture and Fisheries estimates that between 10% and 30% of this expenditure and the costs recovered are attributable to agriculture.
