Final Reports

Project Description:

Investigate the feasibility of a piped/or open race system, sourcing water from Lake Dunstan (Clutha River) to irrigate dry land in the Waikerikeri Terraces area.

This issue/opportunity:

Command area is 8000ha of predominantly dry land adjacent to the true left hand bank of the Clutha River.

Consent to take water at a rate of 4.53 cubic meters per second from Lake Dunstan has been granted to the Society.

The context /background:

Pre-feasibility study has been completed indicating further investigation should be undertaken to define options for targeting areas with better soils and microclimate with the most suitable water distribution system.

Methods:

Employ specialist(s) to investigate location and design, soil and microclimate, land-use economics, financing and management structure to a level that provides the community with sufficient information to be able to make a decision on:

  • whether or not to proceed with community irrigation development
  • the extent of that development
  • the most appropriate mix of pumping, storage, open water races, pipelines
  • the groundwork for further consents that will be necessary for implementation
  • a management structure to manage the new development

Quarterly Update: June 2006

Received MacPherson Valuation report.

Agfirst completed on farm site visits, discussions and reports for major landowners regarding financial implications/irrigation economics for intensive sheep, beef and grazing and dairy conversion.

Final Report prepared by David Hamilton and Associates Ltd and circulated to stakeholders.

Final Meeting held with Landowners and other stakeholders, 12 July 2006.

Small committee to look at inviting selected contractors to submit design and build price, incorporating some open race.


September 2005

  • Pipeline design updated and checked for scenarios presented in the draft final report.
  • Updated design provided to M Cooper for costing.
  • Documentation of EPANET (pipe hydraulic) calculations.
  • Meeting with landowners to be scheduled for 24 November 2005.

June 2005

  • Further work undertaken on refining costs of electricity supply (capital and operating), pump-station, and supply to the Dunstan Flat area.
  • Met with landowners 5 April 2005, discussed draft Crop and Food Research report.
  • Met with landowners 10 May 2005, general update followed by presentation from Jock Webster of North Otago Irrigation Co Ltd. NOICLtd are in the process of constructing a scheme with some similarities to our proposal.
  • Brief prepared for report on Effects on Land Values.
  • Liaison had with several potential consultants.
  • Macpherson Valuation Ltd (Jeff Orchiston) engaged.
  • Report “Effects on Land Values” received 21June 2005.
  • Meeting with landowners to be scheduled for late October 2005.

March 2005

  • Further work undertaken on refining costs of electricity supply (capital and operating), pump-station, and supply to the Dunstan Flat area. Not yet completed.
  • Pump and pump-station options obtained from Duffill Watts and King, also further details on power supply to assist with the costing. Will enable the Dunstan Flat option to be fully costed.
  • Brief prepared for report on land use options.
  • Liaison had with several potential consultants.
  • Bruce Smallfield of Crop and Food engaged. He involved Malcolm Douglas ex Redbank Research Station at Clyde.
  • Draft Report received 31 March 2005.
  • Meeting with landowners scheduled for 5 April 2005. Will present and discuss draft report and obtain comment for feedback to Bruce Smallfield.

December 2004

  • Prepared hydraulic designs for several options including open race and pressure pipeline routes for the potential irrigation supply from Lake Dunstan together with schedules of quantities for pricing.
  • Pre-circulated to landowners notes on the design philosophy, preliminary supply routes and assumptions relating to the operation of the system together with a notice of meeting.
  • Met with representative of Contact Energy on 1 December 2004 to discuss options for left abutment outlets from Clyde Dam/Lake Dunstan. Several technically workable solutions possible.
  • Decided that highest priority is to get alternative land use science and economics confirmed before proceeding with more technical work on supply options.
  • Obtained pump, pipe and earthworks prices and prepared estimates for several options.
  • Prepared information on capital costs and possible annual operation and maintenance costs.
  • Met with the landowners 26 October 2004, power-point presentation of the up to date costings.
  • Further work on refining costs of electricity supply (capital and operating), pump-station and supply to the Dunstan Flat area with possible pump in the vicinity of Young Lane has been carried out but this is not yet completed.
  • Committee meeting held 23 December 2004 with mayor (Malcolm Macpherson) and deputy mayor (Tony Lepper) in attendance.
  • Met with John Hickling, Central Otago District Council Economic Development Advisor, 23 December 2004 re the assessment of community and regional economic benefits of implementing this project.
  • CODC is investigating significant extensions to community potable water supply in the area, parts of which overlap this project’s area. CODC also have a strategic blueprint for development in the Alexandra Basin due out shortly. To work closely with CODC on this project.
  • 3 committee members met with consultants commissioned by CODC to prepare Basin Blueprint. (Subsequently A Sutton filed written submission with consultants.)

September 2004

  • Project Manager and Technical Manager spent 3 days visiting landowners in the group to confirm details of responses to questionnaire and keep landowners informed of the methodology and time-frames for the study.
  • Committee met 3 August 2004. Graeme Elliot (Maf Policy) and Fiona Duncan (Maf Sff) in attendance.
  • Circulated 230 questionnaires to other landowners below existing system network, being those who may have no or insufficient supply from the existing scheme.
  • Reviewed soils information in relation to design parameters for the off farm supply system.
  • Prepared trial alignments and designs for race and pipe-line routes for the Waikerikeri area across to Golden Road and including he Dunstan Flat between Clyde and Alexandra, also the Letts Gully area.
  • Prepared notes on design philosophy and assumptions relating to operation of the system.
  • Checked Dairy Creek culvert details for hydraulic capacity ex Lake Dunstan.
  • Sought costing information for pipelines, electrical supply, pump selection and pump station.
  • Liaised with KTKO Ltd relating to Ngai Tahu issues and prepared and sent letter relating to possible works.
  • Obtained and scanned old Clutha Valley Development ortho-photo contour plans for part of the investigation area.
  • Obtained Grow Otago full set of data

June 2004

  • Consultancy Contract signed 21 May 2004 between David Hamilton & Associates Ltd and the Society (relating to oversight of technical programme for the project.)
  • Follow up on landholder questionnaire about existing and potential irrigation areas. Further follow up with farm visits proposed.
  • Inspected possible pump station site at Dairy Creek arm of Lake Dunstan with representative from Contact Energy Ltd.

March 2004
