Notify Deforestation
Purpose of form
To notify that a person has become a mandatory Participant of the ETS as a result of deforesting more than 2 hectares of pre-1990 forest land in the 5 year period commencing 1 January 2008.
When to use this form
For deforestation between 1 January 2008 and 31 December 2009, the landowner(s) of the deforested pre-1990 forest land must by 31 January 2010 use this form to notify deforestation.
From 1 January 2010, once deforestation has taken place, notification using this form must be made within 20 working days.
Who should use this form
The landowner(s) of the deforested pre-1990 forest land or a third party who had the right to decide to deforest if the landowner had no control over that decision. This person is called the Participant.
Information you need to complete the form
- the name and contact details of the Participant;
- an NZEUR holding account number in the name of the Participant (for further; information regarding an NZEUR holding account please see www.eur.govt.nz)
- the legal description of the deforested land, such as:
- Land Parcel or Block description;
- Certificate of Title (Computer Register) reference;
- Maori Land Court reference;
- Deed reference.
Subsequent requirements
The Participant will also need to:
- file an emissions return after 1 January and before 31 March in the calendar year following the deforestation notification. The emissions return form will be published by MAF on this website in December 2009;
- for deforestation between 1 January 2008 and 31 December 2009, surrender sufficient New Zealand Units no earlier than 1 January 2011 and no later than 30 April 2011 to meet the deforestation liability assessed in the emissions return;
- for deforestation after 1 January 2010, surrender sufficient NZUs by 30 April in the calendar year following the deforestation notification to meet the deforestation liability assessed in the emissions return.
